The county is a single ethnic community county in the sense that Samburu people constitute the large majority, but internal differentiation by clan, age group, and geographic area creates significant political competition within the community. The first county governor was Moses Lenolkulal, elected in 2013 on a Jubilee ticket. He was re-elected in 2017 but was suspended from office in 2020 while facing corruption charges related to procurement irregularities at the county government. Jonathan Leleruk subsequently became governor in acting capacity before Lenolkulal was eventually returned. The 2022 election produced a new governor, Milgo Aaror, reflecting voter fatigue with the previous administration. In 2013 and 2017, Uhuru Kenyatta won strong majorities in the county. In 2022, William Ruto's Kenya Kwanza coalition also carried the county. This alignment with the national ruling coalition has been a feature of pastoral county politics generally, reflecting the importance of favorable relationships with the national government for pastoral communities that depend heavily on state investment in water infrastructure, drought response, and security.

County Governance

The county government administers health facilities, primary and secondary schools, water supply, agricultural extension, and local roads within its jurisdiction. Devolution has brought some improvements in service delivery compared to the centralized pre-2013 model, though governance quality and fiscal management have been mixed. Procurement transparency and accountability remain ongoing challenges.

Relations with National Government

Relations between Samburu County and the national government have been defined by the county's needs for security (particularly in response to inter-communal conflicts with Turkana, Pokot, and Borana communities over pasture and water), humanitarian response during droughts, and investment in infrastructure connecting the county to markets.
